“Analysis of Impediments to Fair Housing Choice”

The Fair Housing Center of Washington assists U.S. Department of Housing and Urban Development (HUD) entitlement jurisdictions who are in receipt of Community Development Block Grant (CDBG), HOME and Emergency Services Grant (ESG) funds. These jurisdictions are required to assist HUD in its goal to affirmatively further fair housing by completing an “Analysis of Impediments to Fair Housing Choice” and a related action plan to address identified impediments.

Public and Private Fair Housing Planning for Housing Providers

The Fair Housing Center has also completed specialized reports at the request of specific agencies. In 2007, the agency completed a report for Quadrant Homes that analyzed loan data for Tacoma Housing Authority’s HOPE VI funded Salishan renewal project and Quadrant’s housing developments in western Washington to ascertain diversity levels and affirmative marketing goals. In addition, the agency is working on fair housing analyses for the Everett Housing Authority and Housing Authority of Snohomish County (HASCO).

Private Testing Contracts

Fair housing testing provides a snap shot into how staff members are treating clientele. The Fair Housing Center of Washington regularly contracts with government and private agencies to conduct audit testing to discern patters in housing discrimination and to assist in the jurisdictions approach to fair housing planning.
